PASS / WAIT / FAIL, risk score, which codes fired,
the hash — stamped before the outcome exists. A FAIL shows you
exactly where your logic broke, before it cost money. The
refusal is also the product.

The engine judges; you execute at the venue
yourself. It never routes another member's order — not "not
yet", but by design and by the venue's own developer
